Can anyone make this out better? I'm assuming they're referencing SFD Rescue.

It sounds like you've got Ayala confused with Timothy Smith.

Smith was first on the scene, and took Zimmerman into custody.

Ayala was second according to Smith's report (p. 14). One of the recently released documents says Sgt. Raimondo was second. Either way, Ayala and Raimondo were second and third, and started CPR on Martin.

I recall the fire department being sometimes referred to as 'Fire Control'.
