Florida allows police to record calls without informing the other party.

Is it necessary for the person who isn't the police or the person acting for them to be informed that the call is from the police or someone acting for them?

No they don't have to inform the person, in most cases, especially where an informant is being used to trick the suspect, it would defeat the purpose. No warrant is needed since Serino was a party to the call.
